While ZTE and CIMB already share an established working relationship in Malaysia—having successfully collaborated on the country’s ongoing 5G rollout alongside various foreign exchange, transaction banking, and cash management solutions—this new agreement significantly widens their geographical scope. The newly formalised partnership extends their collaborative framework well beyond Malaysian borders, explicitly targeting key neighbouring markets including Indonesia, Singapore, Thailand, and Cambodia, with even broader regional ambitions planned for the future.

From a practical standpoint, this collaboration solves a major operational bottleneck in regional technology deployment. By directly integrating ZTE’s advanced telecommunications hardware and technical capabilities with CIMB’s extensive infrastructure financing and cross-border liquidity management expertise, the partnership creates a highly efficient, holistic ecosystem. Kevin Xiao, General Manager of the Treasury and Financing Center at ZTE, noted that integrated financial solutions are becoming increasingly critical for large-scale telecommunications projects, and this partnership enhances their ability to support customers with highly scalable financing structures. This means projects can be executed with much greater efficiency, as the technical rollout is supported by structured, reliable financial backing from day one.
The ultimate goal of this strategic alliance is to rapidly accelerate the delivery of high-speed connectivity across the entire ASEAN landscape. A major focus will be placed on reaching underserved and rural areas, playing a critical role in bridging the persistent urban-rural digital divide that currently impacts several developing markets. Furthermore, this joint initiative is designed to directly support broader regional digital frameworks, such as the ASEAN Digital Economy Framework Agreement. By bringing together a tech giant with a vast global patent portfolio and ASEAN’s second-largest financial services provider by assets, this partnership ensures that the region possesses the robust digital backbone necessary to compete in the modern global economy.
