CGTN: What’s high on China’s agenda for development?

BEIJING, April 13, 2022 /PRNewswire/ — China has entered a stage of high-quality development, and the southern province of Hainan is spearheading the country’s efforts to balance environmental protection and development.

Chinese President Xi Jinping has been in Hainan since Sunday, placing ecological conservation, rural revitalization and food security high on the agenda during his inspection.

National park system

When inspecting a section of the Hainan Tropical Rainforest National Park on Monday in the city of Wuzhishan, President Xi stressed the importance of boosting national park development in Hainan.

He also highlighted the need to fully understand the strategic significance of Hainan’s national park development to the country, and urged continuous and solid efforts in this regard.

Following the principle of “ecological protection first,” China in 2017 unveiled the overall plan for establishing its new national park system in an effort to promote human-nature harmony, biodiversity conservation and sustainable development.

Last year, the Chinese leader announced the official designation of the country’s first group of national parks when delivering a keynote speech via video link at the leaders’ summit of the 15th meeting of the Conference of the Parties to the Convention on Biological Diversity (COP15). The Hainan Tropical Rainforest National Park is one of them.

The national park spans nine cities and counties, covering a total area of over 4,000 square km. It is home to the most concentrated and well-preserved tropical rainforests in China and the only habitat for Hainan gibbons, the world’s rarest primates.

Unlike ordinary national parks, the designated national parks are part of the country’s “red line” strategy for ecological conservation and subject to the strictest possible protection measures.

With the national park system taking shape in the world’s most populous country, China has taken a solid step toward a future where all beings can live in harmony and flourish through a system of protected areas with national parks as the mainstay.

Rural revitalization in full swing

During his inspection tours across the country, the Chinese president always stopped to chat with rural families. On Monday, he walked into the homes of local ethnic Li people in Maona, a village in the city of Wuzhishan, and had cordial exchanges with local officials and villagers.

In Maona’s public square, the locals extended a warm welcome to Xi.

“We have attained a moderately prosperous society in all respects and are marching toward modernization and promoting common prosperity,” Xi said, urging solid efforts to consolidate poverty alleviation achievements and align them with the full advancement of rural revitalization.

China is continuing efforts for rural development, with the Report on the Work of the Government released in March emphasizing boosting agricultural production and promoting all-around rural revitalization in 2022.

Xi also called on Party officials to make “every possible effort” to ensure that people can live happy lives, saying Party officials should not harbor any selfish interests, and they should devote themselves to the improvement of people’s lives.

“What the Communist Party of China cares about is how to make sure the lives of Chinese people of all ethnic groups are getting better every day.”

‘Chinese seeds’

China’s food security can only be safeguarded when seed resources are firmly held in our own hands, President Xi said while inspecting the city of Sanya on Sunday, calling for working toward food self-sufficiency and advancing the country’s seed sector.

“To ensure that China’s seed resources are self-supporting and under better control, self-reliance must be achieved in seed technology,” he said.

However, Xi acknowledged that the process would take time. “It takes 10 years to sharpen a sword,” said Xi, quoting a Chinese saying.

Highlighting the strategic significance of the related work, he called for carrying forward the spirit of scientists and researchers of the older generations, including Yuan Longping (1930-2021), who was known for developing the first hybrid rice varieties in the 1970s and staving off hunger for millions.

In the newly-unveiled “No. 1 Central Document,” the first policy statement released by China’s central authorities this year, the country has outlined seed industry development as one of its policy priorities, with specific moves such as implementing an action plan on the seed industry, promoting germplasm collection and enhancing intellectual property protection in the sector.

TBSI at Tsinghua SIGS published an important research review on the technological breakthrough in on-chip LIDAR systems on Nature

SHENZHEN, China, April 12, 2022 /PRNewswire/ — Recently, Associate Professor Hongyan Fu from Tsinghua Shenzhen International Graduate School (Tsinghua SIGS) was invited by the international journal “Nature” to publish a critical analysis and review of on-chip LiDAR imaging systems. The paper summarizes and discusses the key technologies currently used in on-chip LiDAR systems, and specifically addresses the on-chip integrated focal plane switching array technology. The performance of the system is also analyzed in the context of the important demands of future consumer electronics and smart cities for the LIDAR systems, and future directions for the development of this technology area are proposed.

The article focuses on two current integrated beam-steering devices for on-chip LIDAR: the optical phased array (OPA) and the focal plane switching array (FPSA). The working mechanism of OPA is analyzed and the article identifies the reasons that make them difficult to integrate densely on a single chip on a large scale. In contrast, FPSA uses a camera-like optical system to map each angle in the field of view where the target is located to each pixel in the focal plane behind the imaging lens. The article suggests the possibility of integrating a large array of antennas on a single chip. The article further reviews the work of Ming C. Wu’s group at the University of California, Berkeley, USA, published in the same issue of “Nature” on a MEMS-based large-scale FPSA LiDAR system. The article presents the problem of insufficient lateral resolution in FPSA-based LIDAR systems and offers a solution to improve the performance by reducing the size of the optical switches. Finally, the article comments that further miniaturization and improvements in performance will make FPSA a promising technology for applications including megapixel 3D lidar and optical communications with the mature of processing technologies.

CGTN: China steps up tree-planting efforts to reduce carbon emissions

BEIJING, April 1, 2022 /PRNewswire/ — China is intensifying efforts to plant trees nationwide as it strives to honor its pledges to peak carbon emissions by 2030 and achieve carbon neutrality by 2060.

Chinese President Xi Jinping and other senior officials have taken the lead in afforestation. When attending a tree-planting activity in Beijing on Wednesday, Xi said forests have the capacity to conserve water, bring in economic benefits, boost grain production, and also serve well as a carbon sink.

Xi, also general secretary of the Communist Party of China (CPC) Central Committee, has participated in tree-planting activities for 10 consecutive years since the 18th CPC National Congress in 2012.

‘Sow seeds of ecological conservation’

China designated March 12 as the National Tree-Planting Day in 1979. The National People’s Congress, China’s top legislature, launched a nationwide voluntary tree-planting campaign in 1981, stipulating that every able-bodied citizen above 11 should plant three to five trees each year.

“I want to do my bit for the Beautiful China initiative, and also to sow the seeds of ecological conservation in the entire society, among Chinese youth in particular,” Xi said during this year’s activity at an urban recreation park in Huangcun Town in Beijing’s Daxing District.

He planted saplings of Chinese pine, flowering peach, magnolia, crab apple and Chinese ash.

“With perseverance and accumulated efforts, we will be able to make our country’s sky bluer, mountains lusher, waters clearer and the environment more beautiful,” he said.

Describing forests as a “carbon sink,” Xi said forests and grasslands are of fundamental and strategic significance for the country’s ecological security.

He called for prioritizing ecological conservation and pursuing green development with a “holistic approach.”

“We will protect and manage our ecosystems involving mountains, rivers, forests, farmland, lakes, grasslands and deserts with a holistic approach, carry out greening programs systematically, and increase both quantity and quality of forest and grassland resources,” he said.

Forests’ role in carbon reduction

“Lucid waters and lush mountains are invaluable assets,” a notion raised by Xi, has become a guiding principle in China’s ecological conservation endeavors.

In recent years, China made pledges to peak emissions of carbon dioxide before 2030 and achieve carbon neutrality before 2060. It also vows to advance the green transformation of the social and economic development, according to the 14th Five-Year Plan (2021-2025) and long-range objectives through 2035, the country’s latest development blueprint.

Afforestation plays a crucial role in turning these ideas into reality, as carbon sinks, like forests and grasslands, absorb and store carbon dioxide from the atmosphere.

China’s forest coverage and forest reserves have both maintained growth for the last 30 years, and the country has realized the largest growth in forest resources among all countries, according to China’s white paper on biodiversity conservation released last October.

At the end of 2020, China’s forest area stood at 220 million hectares, with a forest coverage rate of 23 percent, and a forest carbon storage of 9.19 billion tonnes, according to the white paper.

In 2021, China planted 3.6 million hectares of forest and converted 380,800 hectares of farmland into forest, the National Forestry and Grassland Administration said in a bulletin on March 11. The country plans to plant 6.4 million hectares of trees and grass this year.

To support the increase of carbon sink capacity in the forestry sector, China Development Bank recently issued loans worth about 114.1 billion yuan (around $17.95 billion) to promote key ecological areas such as the national reserve forest construction and forest quality improvements.

The bank, one of the country’s primary policy banks, has supported the cultivation and maintenance of forests covering nearly four million hectares, which are expected to absorb 72 million tonnes of carbon per year after 2030.

China.org.cn: Survey Reveals Overseas Opinion of Beijing Winter Olympics

Respondents from Russia, Italy and the UK have the most favorable opinion of China

Russia (88%), Italy (78%) and the United Kingdom (67%) were the top three countries for respondents with favorable views of China during the Beijing Winter Olympics, followed by the United States and Canada (over 50%). Young people were more likely to have a favorable view of China, with 56% of respondents in their 20s and 61% of those in their 30s.

In addition, the results of the survey show that Russia, Italy and the UK account for 72%, 71% and 49% of respondents who want to come to China and learn more about it after watching the Beijing Winter Olympics. The younger the respondent, the greater willingness they expressed to visit China and learn more about China, with 53% of respondents aged 20-29 willing to visit China in person. From high-tech facilities, safe epidemic prevention measures, diverse cultural experiences, rich food experiences and friendly volunteer services, the Beijing Winter Olympics visually projected an image of China as a whole. Among respondents from 10 countries watching the Beijing Winter Olympics, 20% clearly expressed that their impression of China had changed positively.

By watching the Beijing Winter Olympics, respondents were found to have the highest percentage of positive changes in their impression of China’s scientific and technological innovation as well as its cultural industry, at 54% and 52%, respectively. In addition, over 40% of respondents reported a positive change in their opinion of China in the areas of economic and financial development, strength of winter sports, achievement of fighting against COVID-19 and epidemic prevention, transportation and travel, etc.

Additionally, the Winter Olympics helped dispel misconceptions about China. Shi Anbin, a professor from the School of Journalism and Communication at Tsinghua University, argued that the Beijing Winter Olympics broke the "mudslinging" common to certain Western media outlets by taking advantage of participatory and immersive means of "third party communication". This included individuals, such as Eileen Gu, Su Yiming and Yuzuru Hanyu, the adorable Beijing Winter Olympics mascot Bing Dwen Dwen, the "robot bartender" as well as videos showing players enjoying meals and interactions with grassroots volunteers.

Sports diplomacy, people-to-people diplomacy and cultural exchanges have played a positive role in promoting China’s international image. The Beijing Winter Olympics served as a window to understand China and allowed the world to know more about the real and lovely China.

The survey was conducted by China.org.cn and ePanel. Allowing for the number of medals each country won at the last Winter Olympics, as well as the country’s population, economic influence, intercontinental distribution and other factors, overseas citizens aged 20-69 from 10 countries were randomly sampled from the international professional survey sample database. The questionnaire design, sampling, survey and analysis were conducted in accordance with the international market research standards and ethics of the ESOMAR. The survey results reflect objectively overseas respondents’ feelings and views on the Beijing 2022 Winter Olympics.

CGTN: China stands together with its people with disabilities for a shared future

BEIJING, March 5, 2022 — The Beijing 2022 Winter Paralympic Games opening ceremony organized under the theme of "Blossoming of Life" kicked off in the Chinese capital on Friday night, with about 30 percent of performers being people with disabilities.

 

 

 

Chinese President Xi Jinping officially declared opening of the Paralympics at the iconic Bird’s Nest stadium.

In the following nine days, 96 of China’s top Paralympic athletes will compete in the snow and ice sports, which is expected to inspire an estimated 85 million people with disabilities in the country to reach beyond their limits.

"People with disabilities are just as capable of leading rewarding lives as able-bodied people," said Xi during a visit to Tangshan City of Hebei Province in July 2016.

With a particular concern for this special group of people, the Chinese president has, on more than 20 public occasions, provided guidance on the country’s cause for people with disabilities.

‘Leaving no individual with disabilities behind’

President Xi said that persons with disabilities are equal members of society and an important force for the development of human civilization and for upholding and developing Chinese socialism.

No individual with disabilities should be left behind in China’s drive to build itself into a moderately prosperous society in all respects by the end of 2020, he pledged during his visit to a paraplegic rehabilitation center in Tangshan, a city hit by a catastrophic earthquake in 1976.

China has incorporated programs for people with disabilities into its overall plans for economic and social development and its human rights action plans, prioritizing them in poverty relief efforts and ensuring their rights to education and employment, among others.

For example, the enrollment rate of children with disabilities in compulsory education has reached over 95 percent, said the Ministry of Education in 2021. The number of students receiving special education doubled from 440,000 in 2015 to 880,000 in 2020.

Xi has also committed that China will develop more programs for people with disabilities, promote their all-round development and shared prosperity, and strive to ensure access to rehabilitation services for everyone.

Official data in September 2021 showed that the coverage of basic rehabilitation therapies and training among registered persons with disabilities reached 80 percent by the end of 2020, up from 65.6 percent five years ago.

"The rights and interests of people with disabilities in the country have been better protected," read a white paper on China’s parasports released on Thursday. As a result, they now have "a stronger sense of fulfillment, happiness and security."

When inspecting the preparations for the Beijing 2022 Olympic and Paralympic Winter Games, President Xi pledged that China would deliver an excellent and extraordinary Games.

The country must be considerate in providing convenient, efficient, targeted and meticulous services for athletes, particularly in meeting the special needs of athletes with disabilities by building accessible facilities, Xi said in January.

Such mutual trust, unwavering assistance and concerted efforts under the "one country, two systems" principle represent a swift combat against the new surge.

Whenever Hong Kong is in need, its motherland is there to respond. This is the essence of the "one country, two systems" principle, which has been repeatedly proven since Hong Kong’s return to China. Seeing into the past, when the 1997 Asian Financial crisis, the 2008 global financial crisis and the 2019 riots hit, the Chinese government took positive actions in back Hong Kong based on the Constitution and the Basic Law of HKSAR. CGTN: China calls on Russia, Ukraine to solve issue through negotiation

BEIJING, Feb. 26, 2022 — The situation in eastern Ukraine has recently undergone rapid changes, causing great concern in the international community. There is a complex historical context on the Ukraine issue and the current situation is the result of the interplay of many complicated factors.

Chinese President Xi Jinping Friday spoke with his Russian counterpart, Vladimir Putin, on the phone, exchanging views on the situation in Ukraine.

The Chinese president made it clear that the Chinese side supports the Russian side in solving the issue through negotiation with the Ukrainian side.

China’s consistent stance on the Ukraine issue

During Friday’s phone conversation, Xi told Putin that China determines its position concerning the Ukrainian issue on its own merits.

Xi noted China has long held the basic position of respecting all countries’ sovereignty and territorial integrity, and abiding by the purposes and principles of the UN Charter.

China has recently reiterated its call for all parties involving in the Ukraine issue to exercise restraint to avoid further escalation of tensions and opposed actions that hype up war.

On regional hotspot issues, as Chinese Foreign Ministry spokesperson Hua Chunying pointed out, China is always committed to promoting peace and negotiation and playing a constructive role in seeking a peaceful resolution of these issues.

Rejecting the Cold War mindset

"It is important to reject the Cold War mentality, take seriously and respect the reasonable security concerns of all countries and reach a balanced, effective and sustainable European security mechanism through negotiation," said Xi on Friday.

He added China is prepared to work with other members of the international community to promote common, comprehensive, cooperative and sustainable security, and to resolutely safeguard the UN-centered international system and the international order underpinned by international law.

Xi stressed, in a telephone conversation with French President Emmanuel Macron on February 16, that relevant parties should stick to the general direction of political settlement, make full use of multilateral platforms and seek a comprehensive settlement of the Ukraine issue through dialogue and consultation.

Putin expressed Russia’s willingness to have high-level negotiation with Ukraine when talking with Xi. The Kremlin later also announced that Moscow is ready to send a delegation to Belarus’ capital Minsk for talks with Ukraine.
