‘Dual circulation’: A crucial step for China’s economic development in new era

BEIJING, Oct. 30, 2020 — A news report by China.org.cn on the 5th plenary session of the 19th central committee of the CPC and China’s "dual circulation":

 

The fifth plenary session of the 19th Central Committee of the Communist Party of China (CPC) concluded on Oct. 29. The session discussed and adopted the CPC Central Committee’s proposals for the formulation of the 14th Five-Year Plan (2021-2025) for National Economic and Social Development and the Long-Range Objectives Through the Year 2035. The principal idea of the 14th Five-Year Plan is to foster a new, dual-circulation development architecture with the domestic circulation as the mainstay, and with domestic and international development reinforcing each other.

The world today is undergoing profound changes rarely seen in a century. The global spread of COVID-19 has brought about more uncertainties and destabilizing factors. This has sent the world economy into recession, and caused a further contraction in international trade and investment. Meanwhile, some countries are blaming globalization for such issues as the hollowing out of industries, the widening wealth gap, and increasing political tensions. China is thus facing significant external headwinds.

Since the start of reform and opening-up over four decades ago, China has risen to become the world’s second largest economy. It is currently the largest manufacturer, the largest merchandise trader, and the holder of the largest foreign exchange reserves. It also ranks second in the world for attracting foreign investment and the consumption of goods. Its contribution rate to global economic growth has exceeded 30% for several years in a row. China is marching on its journey to fully build a modern socialist country. However, it still faces unbalanced and inadequate development.

Therefore, China has been working to foster a new, dual-circulation development architecture. This aims to remove the barriers existing in domestic circulation, and further unleash the potential of domestic markets, so as to support a higher level of circulation externally. This is not a short-term response by the country to deal with the epidemic and changes in the international environment. Instead, the move reflects China’s long-term strategic countermeasures under a global perspective, and is a crucial step in China’s economic development during the new era.

With a focus on domestic circulation, the model does not in fact mean complete isolation. On the contrary, it will lead to higher levels of opening-up. The "dual circulation" strategy is not the same as an international circulation in its narrow sense regarding foreign trade, capital, and foreign direct investment. Rather, it covers finance, currency, the flow of people, the spread of technologies, the flow of information and data, climate change, environmental protection, elimination of the wealth gap, the accomplishment of U.N. sustainable development goals, etc. It is a general circulation for industrial, supply and service chains with wider scopes, expanded areas, and higher levels.

The new, dual-circulation development architecture is a roadmap for China’s long-term overall economic development. It will also become an open and inclusive global economic engine which enjoys strong vitality and bright economic prospects.

These new solutions bring secure delivery of virtual government services across multiple platforms of previously disparate technology to provide greater efficiencies, reduce cost associated with travel, while keeping the public safer. Prior to Covid-19, many governing bodies were legally required to meet in-person, and the shift to remote has been a new experience for many. Now, according to a new Cisco survey, over 50% of government workers expect to work remotely eight or more days per month. Governing bodies worldwide need to deliver seamless collaboration for their fully remote and hybrid legislative bodies, enabling them to convene safely and securely – while adhering to procedures steeped in law and tradition.

Webex Legislate is a new secure, purpose-built cloud solution that extends Webex’s built-in security and privacy capabilities. The new solution meets the highly specialized requirements of global legislatures, providing a "better than being there" experience to give legislators the same capabilities as on the chamber or parliamentary floor, while attending sessions from their regions and remaining close to the citizens they represent. The new solution provides support for:

  • Legislators, by delivering an integrated experience that provides the video conferencing experience they already know via a new dashboard for all the governing business required in hearings and floor debates and votes. For example, it:
    • Allows legislatures the ability to debate and vote on legislation in accordance with their rules, procedures, and norms via customized voting features
    • Enables secure sidebar rooms that mimic the conversations legislators have in caucus or on the floor. These rooms can be ad hoc or permanent
    • Offers simultaneous interpretation and closed captioning making it easy for legislative sessions to be conducted in multiple languages
  • Moderators, by enabling complete customization so Webex Legislate will allow for the unique rules, procedures, and roles of each legislative body. That means appropriate permissions are given to committee chairs, speakers, legislators, staff, citizens, press and so on. The solution also provides timers, detailed mute controls and more to easily manage orderly proceedings.

Designed to meet legislative security needs, the solution enables:

    • Single sign-on with multifactor authentication
    • Visual and verbal verification with secure lobby admission to verify the identity of voting members
    • Chain of custody for all procedures, including voting
    • Anonymous or customized voting, with detailed statistics by party and voter

Webex Legislate was funded and co-developed by Cisco’s Country Digital Acceleration (CDA) program, in conjunction with Irish systems integrator and Cisco partner, Davra. Omdia 5G report: live networks pass 100 in 3Q20, 85% of CSPs yet to launch

LONDON, Oct. 23, 2020

  • 5G mobile broadband launches passed 100 during 3Q20.
  • Western Europe has the largest number of 5G launches, followed by Asia-Pacific.
  • With Apple’s iPhone 12 launch, 5G coverage and network quality is even more of a critical area of differentiation and competition for service providers.

The number of commercial 5G mobile broadband networks launched globally hit 109 in Q3 2020, according to Omdia’s latest 5G Service Provider Tracker. When taking into account networks that use 5G to deliver home broadband services (Fixed Wireless Access, ‘FWA’), the total number of Communication Service Provider (CSP) launches reached 140 at end-3Q20.

Western Europe has the largest number of commercial 5G mobile broadband networks, at 33, followed by Asia-Pacific with 31, and the Middle East, with 17. The Middle East has the highest number of live 5G FWA networks, at 11, followed by Western Europe, with 8, and Asia-Pacific, with 6.

5G is already the second-fastest-growing new cellular network technology ever launched by the telecoms industry, behind only the first mass-market mobile service, 2G (GSM). The number of mobile broadband networks is 38% higher than it was for 4G two full years after the first launches, while in its first full year of commercial services 5G exceeded the total number of subscriptions 4G had after three years. 

Even with a strong start there still remains huge scope for growth for 5G as 85 % of CSPs have yet to launch 5G. This is partly due to local governments not making the 5G spectrum available yet. By 2025 Omdia expects there will be over three billion 5G mobile subscriptions, representing nearly one third of all total mobile subscriptions.

Paul Lambert, Principal Analyst at Omdia, commented: "The telecoms industry has been more successful than ever in agreeing extremely complex 5G technology standards, and then manufacturing network equipment and devices that enable service providers that want to get a head-start on 5G to launch.

"As activity shifts increasingly online, 5G, like previous technology generations, will both expand on and enhance the way people experience their connected digital lives. For specialist users, such as gamers, industries, and businesses, 5G also brings quicker response times, so that data-heavy experiences, services, and applications feel more vivid and immediate"

Consumer Interest:

5G smartphones from leading manufacturers such as Samsung and Huawei have been in the market for over a year, however consumer interest in 5G is set to grow following October’s iPhone 12 launch, Apple’s first 5G device.

Apple’s launch will have a significant effect on the global telecoms industry as it will encourage service providers across the globe that have yet to build their 5G networks to begin their planning in earnest. It will also enable CSPs to justify the new investments required to expand and enhance coverage beyond initial areas because more people will be ready to access 5G.

Meanwhile, even faster 5G speeds made possible by mmWave spectrum, which the iPhone 12 currently supports in the US, will enable service providers and their partners to create rich new site-specific services, for example in stadiums and shopping centres.

Color Star Technology Announces Receipt of Nasdaq Continued Listing Deficiency Notice

NEW YORK, Oct. 23, 2020 — Color Star Technology Co., Ltd. (Nasdaq CM: CSCW) (the "Company", or "Color Star"), a company engaged in the businesses of providing online and offline paid knowledge services for the media, entertainment and culture industries globally, today announced on October 16, 2020, the Company received a notification letter (the "Notification") from Nasdaq Listing Qualifications advising the Company that based upon the closing bid price for the Company’s ordinary shares for the past 30 consecutive business days, the Company no longer met the minimum $1.00 per share Nasdaq continued listing requirement set forth in Nasdaq Listing Rule 5550(a)(2). The Notification also stated that Under Rule 5810(c)(3)(A), the Company would be provided 180 calendar days, or until April 14, 2021, to regain compliance with the foregoing listing requirement. To do so, the bid price of the Company’s ordinary shares must close at or above $1.00 per share for a minimum of 10 consecutive business days prior to that date.

In the event the Company does not regain compliance by the first compliance deadline, the Company may be eligible for additional time to regain compliance. To qualify, the Company will be required to meet the continued listing requirement for market value of publicly held shares and all other initial listing standards for The Nasdaq Capital Market, with the exception of the bid price requirement, and will need to provide written notice of its intention to cure the deficiency during the second compliance period, by effecting a reverse stock split, if necessary. If the Company meets these requirements, the Nasdaq staff will inform the Company that it has been granted an additional 180 calendar days. However, if it appears to the Nasdaq staff that the Company will not be able to cure the deficiency, or if the Company is otherwise not eligible, the staff will provide notice that its securities will be subject to delisting.

The Company provides no assurance that its ordinary shares will trade at levels necessary to regain and maintain compliance with the above-referenced bid price rule before the compliance deadline. The Company intends to continue to monitor the bid price for its ordinary shares. If the Company’s ordinary shares do not trade at a level that is likely to regain compliance with the Nasdaq requirements, the Company’s Board of Directors will consider other options that may be available to achieve compliance.

5G+, By All for All

Guangzhou will witness the 2020 World 5G Convention on November 26

The 2020 World 5G Convention, co-hosted by the People’s Government of Guangdong Province of the PRC, National Development and Reform Commission of the PRC, Ministry of Science and Technology of the PRC, and Ministry of Industry and Information Technology of the PRC, will be held in Guangzhou from November 26 to 28. The theme of the Convention is "5G+ By All for All ".

On March 4, a meeting of the Standing Committee of the Political Bureau of the CPC Central Committee emphasized to speed up the construction of new infrastructures such as 5G networks and data centers. When General Secretary Xi Jinping visited Zhejiang, Shaanxi and other places this year, he successively gave important instructions on accelerating the construction of new infrastructure such as 5G.

With the deepening of a new round of global technological revolution and industrial transformation, 5G has become a priority development area in the world’s digital economy development strategy. According to the prediction of the Global Association for Mobile Communications Systems, by 2024, there will be nearly 1.2 billion 5G users worldwide. China Academy of Information and Communications Technology predicts that the cumulative investment in China’s 5G network construction is potential to reach RMB 1.2 trillion by 2025. The 2020 World 5G Convention will be held in Guangzhou, where it will gather important and influential scientists in the global information and communication field, world-renowned 5G service providers, and 5G industry application providers to conduct exchanges and discussions on cutting-edge technologies, industry trends, and innovative applications in the 5G field. The Convention will fully reflect the traction of 5G in the world’s new economic form and the importance of 5G in the new dual-cycle development pattern and highlight that 5G promotes the upgrading of traditional industries and a new digital life, "smartly benefits", demonstrating the role and value of 5G industry empowerment to the world.

According to the introduction released by the Organizing Committee of the World 5G Convention, the Convention will be held in a new click-and-mortar way, consisting of an opening ceremony, a main forum and summit forums. 5G and Media Industry Transformation Forum as well as 5G and Digital Life New Consumption Forum will be firstly held on November 25. The opening ceremony and the main forum will be held in the morning on November 26. Summit forums will be held successively from the afternoon on November 26 to 27, including Digital Economy Led by 5G and Sustainable Development Forum, 5G and the Greater Bay Area Development Forum, The 3rd AI & I Guangzhou International Summit 2020, 5G and Industrial Internet Forum, 5G and Public Health & Healthcare Forum, 5G and Smart Transportation Forum, 2020 International Seminar on Future Information Communication Technologies and Strategies, and so on. Extensive discussion will be made under different themes and in diverse fields.

During the Convention, an exhibition with an area of about 12,000 square meters will be held from November 26 to 28, displaying new life, new industries, new technologies and other themes. The interactive display space will be built around social production activities, including family life, health care, financial consumption, social communication, education and entertainment, transportation and logistics, production and manufacturing, urban management and other 5G application service scenarios. The exhibition will focus on displaying the outstanding cases of 5G applications so far, highlighting the achievements of 5G benefiting the public and empowering industries. Visitors can experience 5G smart life applications in person, have in-depth experience of the promotion of 5G to industrial production, and have a comprehensive understanding of the new technologies, new products in upstream and downstream of the 5G industrial chain.

In the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area issued by the Central Committee of the CPC and the State Council in February 2019, it is clearly stated that we should promote the new-generation information technologies and develop them into new pillar industries, and foster a number of major industrial projects in key areas such as new display technologies, new-generation communication technologies, 5G and mobile Internet.

As one of the organizers of the Convention, Guangdong province has been actively promoting the development of 5G industrial application. In 2019, Guangdong Province issued the Guangdong Provincial Action Plan for Accelerating the Development of 5G Industry (2019-2022), specifying the goal and direction for the development of 5G industry. As one of the first 5G pilot cities in China, Guangzhou attaches great importance to seizing the opportunity for the rapid development of 5G, accelerating the cultivation of new business types, new economies and new momenta, and creating new momentum led by science and technology, so as to provide important support for Guangzhou to realize the goal of "old city, new vitality". The Convention will explore the new starting point, new directions and new opportunities of 5G combining the development trend of the Guangdong-Hong Kong-Macau Greater Bay Area and taking account of the commercial implementation process, promote the integration of 5G into all industries, and link all things to benefit the public, and empower the construction of the Greater Bay Area.

South Korea and UK successfully held the 3rd Smart City International Symposium virtually, Presenting Blueprints for Resilience in Post-Corona Era

SEOUL, South Korea, Oct. 22, 2020 — The Korea Agency for Infrastructure Technology Advancement (KAIA) successfully concluded the third annual Smart City International Symposium "Resilience in Smart Cities" held on 14-15 October, with the collaboration with the UK.

Due to the pandemic outbreak of COVID-19, symposium this year was broadcasted live, and the two-day virtual event was attended by over 4,020 viewers with a peak of 605 concurrent viewers.

The symposium started with the opening remarks of Bong-soo Son, the President of KAIA, and Nam-chun Park, the Mayor of Incheon Metropolitan City and Simon Smith, the British Ambassador to South Korea greeted the participants with their congratulatory speech.

In the first day of the symposium, Mayor of Bristol City Marvin Rees, provided a keynote speech "Connecting Bristol : our Smart City Approach" to share vision and technologies of Bristol Smart City and lessons learned from their experiences.

At the following ‘Talk Concert’ coordinated by Managing Director of KAIA Sang-hoon Lee, the Chief Advisor of Korean Smart City Special Committee Kab-sung Kim said, "Cooperation between citizens, private and public sector is the most important element in Smart Cities". 

On the second day of the symposium, four sessions of presentations and discussions by professionals and academics have been prepared: Post Corona, Digital Healthcare, Smart City Data and Smart Mobility.

On "Post Corona" session was moderated by Chief Director Dae-yeon Cho of National Strategic Smart City Program from KAIA.

Mike Short, the Chief Scientific Adviser of Department for International Trade of the UK, presented what steps are expected in the UK in Digital Industries after COVID-19, and Kumardev Chatterjee, the Founder and CEO of Unmanned Life, illustrated 5G autonomy as a service for smart city resilience. Hye-joo Kim, the Vice President of KT presented the role of ICT in overcoming COVID-19, and Professor Jun-seok Hwang of Seoul National University introduced case studies of Korean smart city as innovation system.

This event was hosted by the Ministry of Land, Infrastructure and Transport (MOLIT), the Ministry of Science and ICT (MSIT), and Incheon Metropolitan City, organized by the Korea Land, Infrastructure and Transport Promotion Agency (KAIA) and the Incheon Free Economic Zone Authority (IFEZ), and sponsored by the British Embassy Seoul and the UK Ministry for International Trade (DIT).

New Blis report pinpoints geography, mobility and psychology as the key factors impacting behaviour change leading up to the holiday season


SYDNEY, Oct. 22, 2020 — Blis, the trusted leader in location-powered advertising and analytics has today launched a new global report, ‘Behaviour change is real: how brands can harness it’, in advance of the upcoming holiday season. The report looks at three key indicators for behaviour change that are impacting consumers and being impacted the most: geographical location, modifications to mobility and the psychological need for interaction.

H3C Wi-Fi 6 Access Point Registers Fastest Connection Speed Ever Tested: Tolly Test Report

BEIJING, Oct. 19, 2020 — H3C’s Wi-Fi 6 flagship access point WA6628 delivers single-client wireless throughput up to 4.176Gbps on the 5 GHz radio, representing the fastest Wi-Fi connection speed that has been tested by Tolly Group so far, according to a recent report of the leading global provider of testing and third-party validation and certification services to the IT industry.

The new Tolly Test Report revealed test results of the performance, maximum number of clients, features, and Internet of Things (IoT) integration of H3C’s four WA66 Wi-Fi 6 access points and six WA63 Wi-Fi 6 access points. Both series provide high single-client and multi-client performance, suggested the report.

To evaluate the 5 GHz radio performance of the H3C WA6628 Wi-Fi 6 access point, Tolly engineers used a Spirent C50 Wi-Fi 6 test appliance to simulate single wireless client access to the WA6628.

Test results showed that the WA6628 provides a downlink TCP (Transmission Control Protocol) throughput of 4.176Gbps in 4×4 MIMO, four spatial streams, and 160 MHz bandwidth mode.

Single-client Throughput

Tolly engineers used the latest Wi-Fi 6 mobile terminal to access the H3C WA6320, WA6330, and WA6338 Wi-Fi 6 access points, and used IxChariot to test their performance, noted the report.

The results indicated that the H3C WA63 Wi-Fi 6 access point series provides a single-client downlink wireless throughput over 945Mbps on the 5 GHz radio and over 460Mbps on the 2.4 GHz radio, improving performance by more than 33 percent and 95 percent over Wi-Fi 5 access points, respectively.

Multi-client Throughput

Tolly engineers simulated a good number of Wi-Fi 6 clients to access the 5GHz radio and the 2.4 GHz radio simultaneously, and verified that the system throughput of H3C WA6628 and WA6320 Wi-Fi 6 dual-radio access points can reach 4.5Gbps and 1Gbps respectively, said the report.

The H3C WA6638 and WA6330 Wi-Fi 6 triple-radio access points have a system throughput up to 4.02Gbps and 1.78Gbps respectively, according to the report.

Such throughput capacities can effectively solve the problem of concurrent Internet lag that often happens when multiple people work with the help of a Wi-Fi system simultaneously, and enable relevant products to handle the ever-increasing traffic in the application scenarios of such technologies as 4K high-definition video, augmented reality (AR), virtual reality (VR), and Virtual Desktop Infrastructure (VDI). 

Multimedia Streaming

The H3C WA6638 and WA6338 Wi-Fi 6 triple-radio access points each allows 650 clients to simultaneously stream multimedia applications, while the WA6330 access point supports up to 610 clients to simultaneously stream multimedia applications, said the report.

The excellent capacities can significantly improve users’ Wi-Fi experience in high-density scenarios like conference halls.

User Capacity

The H3C WA6638, WA6630X, and WA6338 Wi-Fi 6 access points each can provide wireless access simultaneously for 1,500 clients, according to the report, which showed that the H3C WA6330 access point can provide wireless access simultaneously for 1,280 clients.

IoT Integration

Tests conducted by Tolly Group suggested that many models of the H3C WA66 and WA63 Wi-Fi 6 access point series can use built-in Bluetooth low energy (BLE) and radio frequency identification devices (RFID), and exchange data with IoT endpoints.

The WA6322, WA6330, WA6622, WA6630X, and WA6638 access points provide PoE ports, which can connect to and supply power and transmit data for external IoT modules, the report disclosed.
