CGTN: Vitality under COVID-19: China’s smart ports aid increased throughput

BEIJING, Dec. 29, 2022 /PRNewswire/ — China’s Qingdao Port, a subsidiary of Shandong Port Group and the second-largest foreign trade port in east China’s Shandong Province, has seen an increase in anchorage rotations of very large container ships, according to China Media Group.

The port has handled ultra-large container ships more than 300 times. Ultra-large container ships are usually 400 meters long and have a capacity of over 20,000 twenty-foot equivalent units (TEU).

The port has also handled 200-meter-long container ships more than 3,900 times, a 7-percent increase year on year, CMG said.

Handling that much freight under the impact of COVID-19 is challenging, particularly with reduced labor. However, the unloading rate at the Qingdao Port increased by 16 percent from January to November, thanks to the port’s record-setting intelligent system.

The COVID-19 pandemic has greatly impacted the global port and water transportation industry. However, China’s major ports have seen an increase in throughput and made significant progress in digital and intelligent construction, thereby playing a leading role in the intelligent development of ports globally.

Qingdao Port is the world’s first to have an air-track intelligent transporting system capable of handling 1.5 million TEUs annually. The system set a new world record in June for managing as many as 67.76 TEUs in an hour, with an average of 60.18 TEUs per hour, a 14.2-percent jump from its previous record.

China now leads the world in the number of automated terminals, both built and under construction, according to the Ministry of Transport. All the major ports in Shanghai and Tianjin are equipped with automated bridge cranes or tracks.

Coupled with the continuous investment in domestic ports and a large number of high-tech enterprises, the concept and practice of smart port construction have been innovative, Mi Weijian, a professor at Shanghai Maritime University, told Xinhua.

For large corporate ports, such as the Shandong Port Science and Technology Group, in-house cooperation is the key to upgrading existing facilities into a fully automated waterfront container terminal, which helps reduce the overall costs by 70 percent compared with newly built terminals, according to Xinhua.

“Now we have traditional terminals, semi-automatic terminals and fully automatic terminals,” said Wang Yusheng, deputy general manager of the group. “The loading and unloading of a ship can be done in three different kinds of terminals, which maximizes the integration of terminal resources.

CGTN: Vitality under COVID-19: China gears up for medical supplies

BEIJING, Dec. 28, 2022 /PRNewswire/ — China has made efforts to ensure the medical supplies needed for COVID-19 prevention and control after it loosened its epidemic measures in early December, which was followed by an increase in infections and surging demand for medicines.

The country’s National Medical Products Administration has urged medical regulatory authorities at all levels to adopt various enhanced measures, such as sending personnel to factories for inspections and strengthening quality sampling inspections, to safeguard medical supplies needed, such as therapeutic medicines, testing reagents, vaccines, medical masks and protective suits.

Pharmaceutical enterprises have also striven to secure supply.

East China’s Shandong Province is the largest production base of raw materials for antipyretic analgesic medicines in the country. Many companies in the province focus on export markets, but quickly adjusted their distribution channels and increased production capacity in order to secure domestic supplies.

Local government departments have also helped companies to access to raw materials and transportation to ensure the stability of the industrial supply chain for key products. Raw materials and preparations have been produced at full capacity, Zhang Haibo, director at the Department of Industry and Information Technology in Shandong Province, told China Media Group.

Zhang said that they would also coordinate between production enterprises, medical institutions and commercial circulation among others, and organize the delivery of medicines to improve the accessibility to medicines for the people.

Pharmaceutical companies across the country have also adopted measures, such as technological transformations and new production lines, to expand production capacity and meet market demand.

Tan Guanghua, general manager at Pharmaceutical Business Department of Guangzhou Xiangxue Pharmaceutical Co., LTD. in south China’s Guangdong Province, said that they have opened two new production lines to produce Chinese patent medicines and increase daily production capacity by about 50 percent.

For antigen detection reagents, Zhou Jian, deputy general of the consumer product industry department at the Ministry of Industry and Information Technology, said at a press conference on December 14 that all 42 manufacturers have been included in a government white list and were required to procure and store key materials to ensure sufficient supply of the reagents.

Zhou said the country’s vaccine could also meet the needs of the current epidemic prevention and control, since China has built the world’s largest production line of COVID-19 vaccine, with an annual capacity of more than 7 billion doses and an output of over 5.5 billion doses. 

In response to the rising demand for N95 masks, the country has improved its production, according to Zhou.

Medical services provided by hospitals and clinics

Multiple makeshift fever clinics have been set up at the grassroots level in cities in east China’s Jiangsu and Zhejiang provinces, central Henan Province and southern Guangdong Province to provide timely treatment for people with COVID-19 symptoms.

Doctors in the makeshift clinics would diagnose patients and prescribe drugs, making it convenient for locals in urgent need of medical services.

In southwest China’s Guizhou Province, some community clinics have opened online consulting services which support medicine prescription and delivery. Some medical institutions have set up special treatment channels for vulnerable groups of people such as the elderly, the pregnant and infants.

Shanghai has expanded the capacity of fever clinics in community health service centers, branch centers and village clinics to receive the increasing numbers of patients.

China has a three-tier system to grade hospitals, with primary, secondary and tertiary hospitals. Primary and secondary hospitals usually receive patients from certain communities and districts. In Shanghai, these two levels of hospitals so far have responded to 60 percent of the whole treatment requirements.

Tertiary hospitals have the largest number of beds and provide comprehensive medical services and are at the top of the list. Many tertiary hospitals in Shanghai have enlarged their ICU capacity and increased their medicine inventories.

Beijing Municipality urged its tertiary hospitals to play a role in medical treatment, give full play to expert teams, and provide specific treatment for critically ill patients who are affected by the novel coronavirus in accordance with their cases, and make every effort to raise the cure rate and reduce the mortality rate, according to a spokesperson at a press conference held in Beijing on Saturday.

CGTN: Infrastructure, vaccines and space: China-Arab sci-tech cooperation

Lusail Stadium: first China-built World Cup venue

Lusail Stadium, the main venue for this year’s World Cup, was constructed with China Railway Construction Corporation as the main contractor.

Shaped like a date palm bowl or an enamel lantern, the stadium will host the World Cup final, scheduled for December 18.

It is the first time a Chinese company has built a World Cup venue, which is featured on the new 10-riyal banknote of Qatar.

“The Lusail Stadium is by far the world’s largest, most advanced and most complex professional football stadium built to FIFA standards,” Li Chongyang, head of the Chinese side of the engineering team, told the China Media Group (CMG).

Lusail Stadium, which can host 80,000 spectators, shows Chinese enterprises’ technical capabilities and service levels, Hassan Al Thawadi, secretary general of the Supreme Committee for Delivery and Legacy for 2022 FIFA World Cup, told CGTN.

China-UAE joint vaccines projects

The United Arab Emirates (UAE) helped China with the clinical trial of its COVID-19 vaccine and later established localized production lines.

In 2020, the UAE approved registration of an inactivated vaccine developed by China’s Sinopharm.

“The UAE was the first country to approach a Chinese vaccine,” Ali Obaid Al Dhaheri, the UAE ambassador to China, told CGTN. “The production facility can produce 200 million doses per year. The vaccine is not for the UAE, not for China, but for the rest of the world.”

Space cooperation

China is pushing forward space cooperation with countries participating in the BRI.

China and Saudi Arabia signed a memorandum of understanding on March 16, 2017, sharing the scientific data in space cooperation.

The two then jointly unveiled three lunar images acquired through cooperation on the relay satellite mission for Chang’e-4 lunar probe, according to the China National Space Administration.

In 2018, the China-Arab States BDS/GNSS Center, the first overseas center for China’s indigenous Beidou Navigation Satellite System (BDS), was inaugurated in Tunisia. BDS-related cooperation expanded to more Arab states in 2021 as they agreed to implement more pilot projects.

In addition, Kuwait’s national satellite team looks forward to cooperating with China.

Hong Kong has been taken aback by the 5th onset of the COVID-19 pandemic, and it’s spreading fast. Hong Kong is a metropolis that runs under the "one country, two systems" principle, serving as a bridge that connects China with other parts of the world. Hong Kong is special in its own culture and its choice of pandemic prevention protocols, which set complex roadblocks to achieving a "dynamic zero-COVID" outcome. Meanwhile, as proved repeatedly in the Chinese Mainland, eliminating new COVID-19 cases dynamically has been an effective scheme, and a scientific and systematic method for guaranteeing life and health to the greatest extent.

The spread of and response to the outbreak in Hong Kong demonstrate objective differences from that in the Chinese mainland. First, Hong Kong is a densely populated city with relatively small dwelling space. The city thrives on mobility, especially people-to-people exchanges with other parts of the world, making it prone to imported cases and difficult to prevent transmissions. Secondly, debates over Hong Kong’s decision between "dynamic zero-COVID" and "co-existence with the virus" have caused a sway in the city’s response measures. All these factors led to loopholes and risks in Hong Kong’s overall pandemic prevention and control system. These factors, both internal and external, have compromised Hong Kong’s ability to implement comprehensive and effective measures.

Hong Kong’s fight against the pandemic is special indeed, given the "two systems" context. But the pandemic is threatening the lives and health of every Hong Kong resident, and the Chinese government will not let that continue. In the previous four waves, the Chinese government has answered to Hong Kong’s needs and aided it in proper ways. This time, however, the outbreak has been so fierce that Hong Kong has fallen short in medical capacity. People in Hong Kong are faced with severe threats, leading to decisive responses from the Chinese government: experts, medical teams and equipment have been dispatched to support Hong Kong; with resources mobilized from the Chinese mainland, several Fangcang hospitals are also being built. Hong Kong has also cooperated: Under the Basic Law of Hong Kong Administrative Region (HKSAR), the upcoming election for Hong Kong’s chief executive was postponed, staff from the Chinese mainland are exempted from licensing requirements, and collaborative mechanisms for joint responses have also been instituted among the HKSAR government, the Chinese central government and other relevant local governments. Such mutual trust, unwavering assistance and concerted efforts under the "one country, two systems" principle represent a swift combat against the new surge.

Whenever Hong Kong is in need, its motherland is there to respond. This is the essence of the "one country, two systems" principle, which has been repeatedly proven since Hong Kong’s return to China. Seeing into the past, when the 1997 Asian Financial crisis, the 2008 global financial crisis and the 2019 riots hit, the Chinese government took positive actions in back Hong Kong based on the Constitution and the Basic Law of HKSAR. Such efforts were made out of obligation, good faith and bonds among compatriots, which stand for the very rationale behind the insistence on the "one country, two systems" principle and ensuring Hong Kong’s prosperity. Lives matter above all else, and that makes standing up to the pandemic all the more paramount. Hong Kong’s battle against COVID-19 will once more become a test for the "one country, two systems" principle, and critical juncture for "patriots governing Hong Kong".

PolyU’s research finds contact tracing is an effective way for controlling the spread of COVID-19 when borders reopen

HONG KONG, Sept. 1, 2021 — As some countries in the world begin to consider adjusting their pandemic control strategy from "zero COVID" to "living with COVID", a research study by the Department of Land Surveying and Geo-Informatics at The Hong Kong Polytechnic University (PolyU) has found that contact tracing is as vital as social distancing measures and vaccination in controlling the spread of COVID-19 when borders reopen. The research team has also developed a mobile app with a contact tracing feature, designed for use by inbound travellers, that would help fight the pandemic in this respect.

The pandemic situation in Hong Kong is presently under good control, thanks to the implementation of various measures, such as social distancing and vaccination, with strong support from the general public. In the past 14 days (17-30 August), only one local case with unknown sources was reported. 

Nevertheless, the economy is facing severe challenges as the economic activity of many industries has been seriously affected as passenger traffic, in terms of both arrivals and departures, remains low.

With COVID-19 vaccinations being widely implemented in many countries, against the backdrop of needing to revive cross-border activities, there is a growing prospect of easing social distancing regulations and reopening borders in different countries and regions. As a more sustainable control strategy for the long term, focus is shifting towards living with the virus.

Professor CHEN Wu, Head and Professor of the Department of Land Surveying and Geo-Informatics at PolyU, said, "We have conducted a study that employed a computational approach to investigate the contact tracing integrated policy in different border-reopening scenarios in Hong Kong. Built on an epidemic model with 50% vaccination coverage, the results suggest that scenarios with digital contact tracing can reduce the infectious population by 84.7% compared to those without contact tracing."

One of the key recommendations drawn from the study is that contact tracing is an effective measure for reducing local virus spread, especially when it is applied along with social distancing and vaccination measures. "Contact tracing is an influential factor in controlling the spread because all the necessary pandemic control measures would not be promptly carried out without effective tracing against confirmed cases and identifying their close contacts," Professor Chen explained.

Consequently, the research team has developed a mobile app with a contact tracing feature, targeting inbound travellers when borders reopen. Utilising the Global Navigation Satellite System, Bluetooth Low Energy and Data Analysis Technology, the mobile app is designed not only for users to record individual locations they have visited but more importantly to help users identify whether they have had close contact with those who have tested positive for COVID-19 within the last 14 days.

If any user is confirmed positive for COVID-19, they can share their record with all other users at their own discretion (or through a public health department that is acting as a central coordinator on the use of the mobile app). The app on other users’ handsets will then automatically compare the individual users’ record against the record received. If the record overlaps with that of the confirmed case, individual users will be immediately alerted to take appropriate actions.

All the information recorded by the mobile app is saved in the users’ own handsets only. No personal data is required when users download or use the app, and only anonymous data will be shared with other users. The app will also provide convenience for users to access the COVID-19 pandemic information released by the Government.

Professor Chen remarked, "Contact tracing is key to effectively controlling the spread of the virus when borders reopen and the mobile app we designed for use by inbound travellers would serve as a possible solution. Furthermore, the app can be adapted for incorporating into other apps as an add-on feature."

CGTN Think Tank Releases an Analytical Report on the Global Situation of the COVID-19 Pandemic

BEIJING, July 24, 2021 — As the global spread of the COVID-19 pandemic has not yet subsided, the CGTN Think Tank has released an Analytical Report on the Global Situation of the COVID-19 Pandemic (the "Report") by sourcing data from the Johns Hopkins University website, Our World in Data and Pharmaceutical Technology that have not been comprehensively processed, analyzing research literature from the academic community and referring to the known impact of the pandemic on global economic and social development as well as the recommendations on its prevention and control from renowned public health experts. The Report puts together the data on pandemic prevention and control measures in 51 sample countries to make rankings as a way of reflecting the current situation of pandemic control in these countries. It focuses on the importance that countries attach to personal safety, social and environmental stability, thereby providing ideas and directions for countries around the world to fight the pandemic.

The Report analyzes and evaluates the current status of pandemic prevention and control in the 51 countries based on five indicators, including the total number of confirmed cases, the number of newly confirmed cases, the total number of deaths, the number of vaccinations and the full cycle from pandemic outbreak to control as of 14 July.

The data shows that the United States has the worst performance on three of the five statistical indicators. The U.S. has over 34 million confirmed cases in total, the highest in the world, and over 600,000 deaths in total, also the highest in the world; and the number of days with less than 5,000 daily new cases in the full cycle from pandemic outbreak to control is only 62, still the worst among the sample countries.

According to the data, the situation in main European countries is not encouraging. When it comes to the total number of confirmed cases and deaths, France, the UK and Italy all rank high.

The data shows that some Asian countries have performed well in pandemic prevention and control, thanks to effective measures such as entry bans, quarantine and stringent testing at the border. China has the lowest number of confirmed new cases among the sample countries and the highest number of vaccinations in the world; Singapore and Vietnam rank low among all sample countries for the total number of COVID-19 deaths; and South Korea has adjusted the level of pandemic response in a timely manner, resulting in 537 days with less than 5,000 daily new cases.

In terms of the number of vaccinations, China is one of a few developing countries with the highest number of COVID-19 vaccinations due to its ability to develop and manufacture its own vaccines. At present, over 1.4 billion doses of COVID-19 vaccines have been administered in China. China has also supplied more than 500 million doses of COVID-19 vaccines and stock solutions to more than 100 countries and international organizations worldwide, equivalent to one-sixth of the total global vaccine production. However, the statistics also lay bare that the vaccination progress in developing countries is significantly worse than that in developed countries, due to the severe inequality in the global distribution of vaccines. Countries with a poor vaccination record, such as Vietnam and Iraq, are still far from reaching herd immunity due to various limitations, such as poor health service and vaccine hoarding by certain developed countries.

The polarization in the number of confirmed cases, the number of deaths and the number of people vaccinated in different countries and regions of the world, as shown by the objective statistics, is very much related to national pandemic prevention and control policies and measures, and highlights the crucial role played by a country’s government in pandemic prevention and control.

The survey serves as a barometer of how people worldwide view China. It asked them to choose the China-related topics they are most interested in.

The participating overseas media organizations, including Russia’s Sputnik News Agency, Belarus’s Telegraph Agency, Kazakhstan’s DKN World News and Mongolia’s Montsame News Agency, published the questionnaire online to collect responses from their readers.

In the survey, 21.6 percent of the respondents said China’s battle against COVID-19 was the topic they were most interested in, followed by China’s economic development (20.7 percent), poverty alleviation (18.4 percent), foreign policy and foreign affairs (16.8 percent).

As this year marks the 100th anniversary of the founding of the Communist Party of China, how the CPC works was also another topic of interest. According to the survey, many readers want to know more about the Party’s vision and management.

Other topics on the questionnaire included science, culture and education, and infrastructure construction.

Apart from the online questionnaire, global media organizations also submitted written statements, which indicated the media industry has areas of interest in common.

Kamila Sagyntkan from Business Kazakhstan and the DKNews Agency said China’s success in combating the COVID-19 pandemic has offered practical ways to respond to the health emergency.

Ibrahim Kamal Malas, editor for Abu Dhab’s Al-Ain News, described China as the engine of the world’s industry. "With its embrace of emerging new technology, from hydrogen fuel cars to bio-technology and medical engineering, China gained the confidence of the world after it was able to control the COVID-19 in a record time."

The global media community is also closely watching China’s economic development and poverty alleviation.

Victoria Polikarpova from Russia’s Sputnik News Agency expected China to finance plans to deepen economic reforms, with a focus on research.

Nithini Yuthara, from the Sri Lanka online news portal Sri Lanka Mirror, acknowledged China’s importance in trade as China has heavily invested in development projects under the China-Pakistan Economic Corridor, which could enhance Sri Lanka’s connectivity to Central Asia.

Aliza Anees from Pakistan’s Dawn.com said he was impressed by the significant progress China has made in poverty reduction over the past 40 years and expressed his hope that his country can learn from China’s experience.

A collaborative video project invited foreign reporters to ask questions. China Daily reporters in Beijing asked top experts to give their answers in a video series, which are available for viewing on the China Daily website and app.

This partnership aims to provide passengers a seamless cross-border travel experience with a reliable digital health certificate

Effective immediately, BLS will start issuing HealthCerts in Singapore. HealthCerts is a set of digital standards and schema for issuing digital COVID-19 Pre-Departure Test (PDT) results certificates that are in line with international standards and the Singapore Government’s requirements. The HealthCerts schema was developed in collaboration with the Government Technology Agency (GovTech) and Ministry of Health (MOH) of Singapore. Further, these HealthCerts are tamper-proof and traceable. Currently, they are issued directly to travellers in the form of a QR code, and can be downloaded onto their mobile devices. These QR codes will enable authorities to easily verify that the PDT results have been issued by accredited healthcare institutions and allow them to confirm the authenticity of the certificates before granting border access.

With the ongoing ease in travel restrictions, there has been resumption of global travel. Keeping the wellbeing and safety of travellers as well as citizens in mind, many countries are allowing visitors’ entry with verified health certificates. Such solutions are welcoming as it provides a seamless verification process for both travellers and authorities.
