New Oriental Education & Technology Group Inc. Provides Update on New Regulations

BEIJING, July 25, 2021 /PRNewswire-Asia/ — New Oriental Education & Technology Group Inc. ("New Oriental" or the "Company") (NYSE: EDU and SEHK: 9901), the largest provider of private educational services in China, announced that, on July 24, 2021, China’s official state media, including Xinhua News Agency and China Central Television, announced the Opinions on Further Alleviating the Burden of Homework and After-School Tutoring for Students in Compulsory Education (the "Opinion"), issued by the General Office of the CPC Central Committee and the General Office of the State Council.  The Opinion contains high-level policy directives about requirements and restrictions related to after-school tutoring services, including (i) institutions providing after-school tutoring services on academic subjects in China’s compulsory education system, or Academic AST Institutions, need to be registered as non-profit, no approval will be granted to new Academic AST Institutions, and an approval mechanism will be adopted for online Academic AST Institutions; (ii) foreign ownership in Academic AST Institutions is prohibited, including through contractual arrangements, and companies with existing foreign ownership need to rectify the situation; (iii) listed companies are prohibited from raising capital to invest in businesses that teach academic subjects in compulsory education; (iv) Academic AST Institutions are prohibited from providing tutoring services on academic subjects in compulsory education during public holidays, weekends and school breaks; and (v) Academic AST Institutions must follow the fee standards to be established by relevant authorities. The Opinion also provides that institutions providing after-school tutoring services on academic subjects in high schools (which do not fall within China’s compulsory education system) shall take into consideration the Opinion when conducting activities.

The Company will follow the spirit of the Opinion and comply with relevant rules and regulations when providing educational services. PolyU develops biomimetic nanosheet for cancer therapy and imaging

HONG KONG, May 31, 2021 — A research team from the Department of Applied Biology and Chemical Technology (ABCT) of The Hong Kong Polytechnic University (PolyU) has developed a novel type of biomimetic nanosheet with a multi-modal imaging function, which can track tumour development and treatment processes in real-time. By harnessing two emerging cancer therapies, namely immunotherapy and photothermal therapy, the biomimetic nanosheet enables effective and precise treatment of tumours, which will significantly improve the therapeutic outcome of tumours, reduce side effects and increase patients’ survival rates. The research findings have been published in the prestigious international journal Advanced Science.

Professor Wing-tak WONG, Chair Professor of Chemical Technology of the ABCT of PolyU (also the Deputy President and Provost of PolyU), and his team started the research in 2018. Professor Wong said, "The biology and chemical experts of PolyU have been dedicated to new drug development over the years, and have achieved some significant breakthroughs especially in cancer treatment. The newly developed biomimetic nanomaterials developed by PolyU are part of our endeavours in fighting against cancer. By integrating two emerging cancer therapies, immunotherapy and photothermal therapy, with three imaging modalities for the first time, the novel biomimetic nanomaterials provide a practical design blueprint for the development of a new generation of cancer theranostics agents which have high targeting ability, efficacy and safety."

Synergistic therapy- Combining immunotherapy and photothermal therapy

New cancer treatments emerge since conventional cancer treatments like surgical therapy, chemotherapy and radiotherapy have different limitations and side effects. Dr Summy Lo Wai-sum from ABCT said, "Immunotherapy and photothermal therapy are emerging methods which are expected to provide more options for cancer treatment. The biomimetic nanosheets developed by our team allow us to combine these two methods for synergistic therapy. By applying the synergistic therapy in an experiment for colorectal tumour treatment, we found that it is more effective than single therapy and has fewer side effects on the human body."

The research team used 2D nanosheets (FePSe3) to develop a novel multifunctional nanomaterial for cancer theranostics. PD-1 (programmed cell death 1) exists on T cells, whereas PD-L1 (programmed cell death ligand-1) exists on tumour cells. Cancer cells inhibit the activation of the immune system and prevent T cells from attacking cancer cells through conjugating its PD-L1 with PD-1 on T cells. The team therefore loaded the FePSe3 nanosheets with anti-PD-1 peptide (APP), which can block the conjugation between PD-1 on T-cells and PD-L1 on cancer cells to achieve efficient immunotherapy. Without directly attacking the cancer cells, blockage of the interaction between the PD-1 and PD-L1 has been reported to revoke T cell functions, leading to enhanced antitumour immunity.

After coating with cancer cell membranes, the nanosheets will become a biomimetic nanomaterial with tumour cell membrane characteristics that provide effective camouflage, enabling them to target the tumour site efficiently. Once the biomimetic nanosheets are injected into the living bodies, the cell membrane enveloping the nanosheets will preferentially adhere to cancer cells and slowly peel away, revealing the nanomaterial to begin immunotherapy. 

Dr Lo explained, "The innate immune system attacks foreign objects which makes it difficult for the drug-loaded nanomaterials to reach the tumour site. The cancer cell membrane has a tumour-targeting characteristic that will converge homologous cells. It explains why the biomimetic nanosheets become attracted to the cancer cells when they are in close proximity with the cancer cells during blood circulation. In addition, the large specific surface area of the 2D nanomaterials is conducive to improving the drug loading ratio of the anti-PD-1 peptide, which will help with enhancing the therapeutic efficiency, as well as reducing the drug dosage and hence alleviating side effects."

On the other hand, the nanomaterials (FePSe3) chosen possess good photothermal conversion efficiency, and so they can convert near infrared laser irradiation into heat to kill tumour cells directly, thus achieving effective photothermal therapy. The heat can further promote immunotherapy by effectively inhibiting tumour growth, which results in a synergistic effect of immunotherapy and photothermal therapy.

Three imaging modes to help real-time monitoring of cancer treatment

The PolyU-developed biomimetic nanosheets can also achieve the goals of theranostics. By harnessing magnetic, optical and thermal properties, the FePSe3 nanomaterials enable three imaging modalities, namely magnetic resonance imaging (MRI), photoacoustic imaging (PAI) and photothermal imaging (PTI), for real-time tracing and tracking of the tumour sites and the nanosheets, in order to achieve multimodal diagnosis in cancer treatment.

PolyU’s novel nanomaterial can facilitate theranostics by combining diagnosis, therapy and efficacy monitoring. It not only enables the imaging and treatment of tumours, but also the real-time monitoring of treatment outcomes. The PolyU team carried out experiments on mice bearing subcutaneous colorectal tumours to investigate the application in living animals.

The study showed that the tumour volume had significantly reduced after 25 days of synergistic therapy, whereas the survival rate of the mice was three times higher than that of the control groups. The major organs of the mice, including the heart, liver, spleen, lung and kidney, showed no obvious inflammation and damage, demonstrating high biosafety and low toxicity. The research team also utilised the MRI and photoacoustic imaging capabilities of the biomimetic nanosheet to observe the tumour for 24 hours, visualising the targeting and accumulation of the nano-theranostic material at the tumour site. Through photothermal imaging, it was observed that the nanomaterial can produce localised heat under near infrared laser irradiation within a few minutes. The experiment proved that PolyU-developed biomimetic nanosheets, with multi-modal imaging capability, can offer accurate and comprehensive detection and evaluation of tumour development, ultimately achieving theranostics alongside synergistic therapeutic effects. 

Dr Lo said, "In view of the fact that there is a lack of efficient and safe theranostics materials, PolyU’s biomimetic nanomaterial has promising prospects in application. In future, our team will further expand the application of this nanomaterial to other cancer therapies and study the metabolism of the nanosheet in the living body, hoping that more cancer patients can benefit from new theranostic methods."

CryptoPunks Market Capitalization Nearly $2 Billion

CryptoPunks have achieved ‘unicorn’ status ahead of the landmark Christie’s auction of 9 CryptoPunks, according to researchers from the University of Nicosia

NICOSIA, Cyprus, May 11, 2021 — The value of all 10,000 CryptoPunks, the first and best-known NFT (Non-Fungible Token) project and ecosystem based on Ethereum, exceeds $1.95B (€1.60B), according to estimates by researchers at the Institute For the Future (IFF) at the University of Nicosia.

The IFF research team has analyzed CryptoPunk sales data from January 1st, 2021 to present with various machine learning models to estimate a value for each individual CryptoPunk.   The team estimates that the aggregate value of the individual CryptoPunks as of May 9, 2021 is 476,113 ETH (or $1.95B at current exchange rates).  This is the first time, to the team’s knowledge, that a market capitalization has been calculated for a complete NFT ecosystem.

PLANET9 Facilitated Student-Run Ivy League Esports Tournament with Success

TAIPEI, Taiwan, April 25, 2021 — The annual Ivy League COVID-19 Charity Stream, a student-run esports tournament powered by PLANET9 serving to raise awareness and funds for the fight against COVID-19, concluded its second edition on April 24th with participation from esports clubs of all eight Ivy League universities. The best-of-1 double-elimination tournament ended with a best-of-3 grand finals, which saw Yale Undergraduate Esports Club defeating Cornell Esports in a clean 2-0 fashion. Yale asserted dominance throughout the whole tournament by going undefeated with a 5-0 overall record, granting them the champion title with no surprise.

Popular League of Legends streamer and former pro Nemesis, in addition to other amazing Gen.G content creators, also appeared on stream interacting with viewers and analyzing their submitted highlight clips to enrich the content.

Eventually, the stream concluded with the raffle for donors sponsored by PLANET9, which included a Predator Triton 500 gaming notebook, Predator XB1 gaming monitor, and many more eye-catching prizes up for grabs.

DevOps Institute Announces the ‘Upskilling 2021: Enterprise DevOps Skills Report’

With new data gathered from over 2,000 IT professionals worldwide, the report shows the continued adoption of DevOps must be supported through a learning organization and the continuous development of multi-faceted, skilled DevOps professionals

BOCA RATON, Fla., April 21, 2021 — DevOps Institute, a global professional association for advancing the human elements of DevOps, today announced the release of the "Upskilling 2021: Enterprise DevOps Skills Report." In its third year, the report examines DevOps hiring trends around the globe within enterprise IT organizations of all sizes. In addition to DevOps roles, the report examines the top skill domains and associated must-have skills within these domains, which are essential for a successful DevOps journey. Data in the 2021 report is based on research gathered from an open survey of more than 2,000 respondents from organizations of all sizes around the world.

"DevOps Humans remained in-demand, despite a global pandemic that upended our ways of life and business," said Jayne Groll, CEO of DevOps Institute. "This is a testament to the importance and value of DevOps transformations at companies across industries and around the globe. The findings in the 2021 Upskilling Report give us clarity into the evolution of DevOps Humans and how IT organizations will shape their talent-based structures in 2021 and beyond."

The research and data analysis was led by DevOps Institute’s Chief Research and Content Officer, Eveline Oehrlich, with support from Platinum Sponsor, GitLab; Gold Sponsors, CloudBees and The LLPA; Bronze Sponsors, Tricentis and HCL Software; and Media Sponsor, MediaOps.

Key Findings from the ‘Upskilling 2021: Enterprise DevOps Skills Report’ include:

  • Stop talking about being a learning organization and start acting. Seventy percent of survey respondents said that a learning organization was a predominant model–the DevOps way of working–while 45 percent leaned toward a safety culture. And, while 39 percent of IT teams are still struggling with a defined and systematic upskilling program, 52 percent of organizations already have a formally designed upskilling program or are currently developing one.
  • Hiring for DevOps initiatives is high. COVID-19 has not stopped the hiring of DevOps roles. Sixty percent of organizations are recruiting now or in the future.
  • Capabilities and skill development must go hand in hand. DevOps teams must assess which critical capabilities they can perform or not, across key areas. But capabilities must be supported with skilled DevOps Humans. Upon examining the priority domain skill categories, the survey data shows that the essential combination of skills for a successful DevOps human are across the automation, human, technical, functional, process and framework knowledge skill domain categories.  
  • Pressure continues to force old IT operating models to change.  As new forms of hybrid computing are on the rise, it gives application developers more freedom to choose tools and programming languages. As this increases, IT operations teams not yet practicing DevOps feel more pressure to embrace DevOps. 
  • Value Stream Management (VSM) skills are seen by 39 percent of respondents as a must-have skill within the process and framework skill domain. DevOps and Agile practices have been adopted to innovate and create more iterative approaches for software development and delivery. However, the value must come through the customer lens. This is where VSM comes in. In simple terms, understanding and examining value streams of software being delivered end-to-end enables teams to make complex processes visible and provides the ability to pivot towards further value improvement.
  • The adoption of Site Reliability Engineering (SRE) as an operating model is 22 percent in 2021 compared to 15 percent in the previous year. SRE is needed to continue automation and reduce toil. Forty-seven percent of the survey respondents voted SRE skills as a must-have skill in the process and framework skill domain this year compared to 28 percent in the previous year’s survey.
  • DevSecOps is a key trend. Security is integral to protect the business and enforce internal and external policies of the company. DevSecOps makes security an equal consideration alongside development and operations. According to survey participants, DevSecOps achieved a must-have percentage vote of 56 percent in the automation tool category.
  • New models such as DataOps and ModelOps are showing up. DataOps was voted by 27 percent as a must-have skill domain in the automation tool skill domain, whereas ModelOps received 22 percent. These new models are shaping the ongoing iterations of DevOps operating models.
  • DevOps Engineers are the most in-demand job title this year. It represents 53 percent of recently recruited DevOps positions. The DevOps engineer’s responsibility might differ from company to company, but all should be engaged in upskilling themselves and their teams.

"Our research shows that the future of DevOps at any organization is dependent upon the breadth and depth of capabilities and the supporting skills of the team members and within the team," said Oehrlich. "A successful DevOps journey (actually any journey) has the DNA of a learning organization which means there is a commitment of continuous learning across all layers and players. Team members have changed their mental models to look at different views working in a collective and collaborative team. For example, problems and mistakes are opportunities to learn. This ability to continuously learn enables individuals and teams to work better together across boundaries regardless of process, team or technology boundaries. This mental continuous learning model will take time to develop, adapt and apply. Still, each individual can bring their skills and abilities to shape the bigger collective effort of DevOps. For everyone in IT, this is an exciting time to unlock your power, abilities and skills to accelerate your DevOps journey and that of your team and company. DevOps Human readiness and organizational learning must take on new importance now and in this next normal."
